Contest story: Just simulate the contest or suggest recommendation for changing the rule?

Recently, while simulating an IC (Incentive Compensation) contest, we were given the business rules and asked to create the slide and workbook for the contest. January NBRx was provided as the baseline, and we were instructed to track the contest for March. A team member simulated the contest using dummy data, but I suggested using actual data from February.

Once, we used the February data, the issue was clear: February NBRx was just 40% of January's, and there was a high probability that March would be under 60% of January's.

We could have simply shown these results to the client and asked for their thoughts.

But, we also made the following recommendations:

1. Reduce the January baseline to 50% or 60%.

2. Use February as the baseline.

The client chose to use February as the baseline instead of January as the baseline.
